PM Fuel Relief Scheme: Nearly 5.9 Million Pakistanis Register as Fuel Relief Tokens Cross 6.1 Million

Pakistan’s Prime Minister Fuel Relief Scheme has reached nearly 5.9 million registrations, reflecting the rapid expansion of the government’s targeted fuel assistance programme across the country. According to figures shared by Federal Minister for Information Technology and Telecommunication Shaza Fatima Khawaja, 5,916,185 citizens had registered under the scheme as of September 25, 2026. 

The minister shared the latest figures during a joint press briefing with Minister of State for Finance and Railways Bilal Azhar Kayani. The data showed that 6,189,568 fuel relief tokens had been generated since the scheme was launched, while 4,797,734 tokens had been successfully redeemed. The figures indicate that the digital system is being used at a large scale to provide fuel relief to eligible citizens. 

The scheme was introduced amid higher fuel prices and volatility in international oil markets linked to regional tensions. The government designed the programme as a targeted subsidy for eligible users of motorcycles, rickshaws, Qingqi vehicles and cars with engine capacities of up to 800cc. The purpose is to provide direct relief through a technology-based system rather than a broad fuel subsidy. 

Under the original structure approved by the Economic Coordination Committee, two- and three-wheelers were to receive Rs500 in relief per week, equivalent to Rs100 per litre, while eligible cars up to 800cc were allocated Rs1,000 in relief for each 10-day period, based on a monthly limit of 30 litres. The programme was also initially restricted to non-commercial users.

The government subsequently modified some conditions following public feedback. Officials announced that the five-litre limit for motorcycles, rickshaws and Qingqi vehicles had been removed. The ownership requirement was also removed for motorcycle, Qingqi and rickshaw users, allowing people using rented vehicles to benefit from the facility. 

The programme operates through a digital Fuel Pass System developed with the involvement of government institutions including the Ministry of IT and Telecommunication, Finance Ministry, Petroleum Division, OGRA, State Bank of Pakistan, NADRA and other relevant bodies. The system links registration and verification with citizens' identification and vehicle information, while fuel stations use a dedicated mechanism to verify tokens before providing the discounted fuel. 

Registration was opened nationwide through SMS, with citizens instructed to use 9771 for registration and fuel-token generation. The government has also established monitoring arrangements to oversee implementation and address problems reported by citizens and petrol stations. A 24/7 control room at the Ministry of IT and Telecommunication is monitoring the process from registration and token generation through redemption. 

The latest provincial figures show that Punjab recorded 3,076,185 redeemed tokens, followed by Sindh with 1,216,266 and Khyber Pakhtunkhwa with 267,460. Islamabad recorded 210,032 redemptions, while Azad Jammu and Kashmir recorded 23,796, Balochistan 6,761 and Gilgit-Baltistan 4,845.

The rapid increase in registrations—from more than two million earlier in September to nearly 5.9 million by September 25—shows how quickly the programme has expanded since its nationwide rollout. Government officials have said that registration and operational issues identified during the initial implementation are being addressed as the system continues to operate.

As of September 26, 2026, the PM Fuel Relief Scheme remains an active nationwide programme, with millions of registrations and millions of fuel-relief tokens already redeemed. The government continues to use the digital system to manage eligibility, token issuance and fuel redemption while monitoring implementation across Pakistan.
