Major Fuel Relief: Rs100 Per Litre Petrol Subsidy Announced for Bikes and Small Cars

Pakistan has announced a targeted petrol relief scheme offering a Rs100 per litre discount to motorcyclists, rickshaw and Qingqi users, and owners or users of small cars with engine capacities of up to 800cc. Prime Minister Shehbaz Sharif announced the measure as the government moved to reduce the impact of sharply higher fuel prices linked to renewed tensions in the Middle East.

Under the scheme, motorcycles, rickshaws, Qingqis and other two- and three-wheelers will be eligible for the Rs100-per-litre relief on up to 20 litres of petrol per month. This means an eligible user could receive maximum monthly relief of Rs2,000. Owners or users of cars with engines of up to 800cc will qualify for the same Rs100-per-litre discount on a maximum of 30 litres per month, potentially saving up to Rs3,000 monthly.

The announcement comes after another increase in petroleum prices in Pakistan. Petrol is currently being sold at Rs375.82 per litre, while high-speed diesel stands at Rs403.32 per litre following increases of Rs5.02 and Rs5.28 per litre respectively.

Government officials have linked the recent rise in domestic fuel costs to higher global oil prices and disruptions associated with escalating tensions in the Middle East.

Prime Minister Shehbaz said the government recognised the financial burden being placed on citizens and would provide targeted support to people who depend on motorcycles, rickshaws and small vehicles for everyday transportation.

 When Will the Petrol Relief Start

According to the government's announced schedule, the scheme will first become operational in Islamabad from midnight on September 15, 2026. It is then expected to be extended throughout Pakistan, including Azad Jammu and Kashmir and Gilgit-Baltistan, from midnight on September 17. Registration for the programme has already begun.The provinces have also provided vehicle information to help authorities verify motorcycles, rickshaws and eligible small cars.

How to Register for Rs100 Petrol Relief

The Ministry of Information Technology and Telecommunication has developed a digital registration and verification system in coordination with provincial departments, NADRA and telecom operators. Eligible citizens can register their vehicle through SMS on 9771 using the required CNIC and vehicle registration information.

After successful verification, registered citizens can send “TOK” to 9771 to generate a fuel token. The token can then be presented at participating petrol stations, where it will be verified before subsidised petrol is provided. Vehicle verification is expected to be automated through provincial excise and transport department databases, helping authorities prevent duplicate or invalid registrations.

While the prime minister has publicly announced the relief programme and registration has started, a report by Profit Pakistan Today says the Petroleum Division has proposed approximately Rs75 billion in funding for the scheme. The proposed programme could cover an estimated 11.8 million beneficiaries, including around 10 million two-wheeler users, 800,000 three-wheeler users and one million users of cars with engines up to 800cc.

According to the report, the proposed programme could have a monthly fiscal impact of around Rs24.6 billion and would initially cover a three-month period. The funding proposal requires consideration and approval by the Economic Coordination Committee.

A motorcycle or rickshaw user consuming the full 20-litre monthly quota could save up to Rs2,000 every month, while a qualifying small-car user receiving the full 30-litre quota could save as much as Rs3,000 per month.
